I'm not in Philly but in general local banks or even a credit union can be a good option vs the national banks. 

It’s very common for people to commute an hour or more to jobs in NYC and a lot of those people could wind up choosing to live in places like Nassau County and north eastern NJ.

San Diego historical ROI is near the top in the nation for this century and both locations that are above it have rent control and San Diego does not. 

You might talk with local lenders like Eastern Bank and Rockland Trust to see whether there are any portfolio loan options.The fact that you don't have a lot of experience under your belt might be a problem though.
