I as a REI was a contrarian. 2010,11,12 it was about a false bottom, false recovery, and that the dollar was about to go to $0, a W recovery, and the country falling apart and that one should be prepping, buying food packs NOT doing REI.

I agree that's true but kind of a mute point imo... if you're concerned with the pex leaching chemicals then you should be concerned with the piping that city water travels in before reaching your pex lines and the quality of the city tap water in general.... as well as anything you drink that's bottled and any food that's bagged in plastic even those labelled as food safe which have been shown to leach chemicals.

Yes a lease agreement is required as well as a few other items, but I would still ask them to give you their letter of intent from the housing provider.

You can do this with residential tenants as well with a lease clause that has them responsible for these same items up to a limit of $150 - $300 per item.
