Subdivision and Rezoning (usually) trigger the same upgrades and pretty much the same amount of time, the difference is that rezoning needs Council approval. 

Now on advice of my council I don't believe this is legal as you have precluded the borrower their right to cure and defend a foreclosure action..

@Robert Gilstrap I am literally saving your post and using it to develop my case against the first city council to come after my right to STR. 

Unfortunately the city council is perusing a series of extreme anti-landlord policies and ordinances that go even further than Portland and Multnomah County did a few years back.

Non-owner occupied STR permits have a temporary moratorium within city limits right now while city council figures out what  they want to do in terms of permits going forward. 

Sorry that I am so negative on our area, but there are too many stories of people losing everything due to the city council's moratorium.
