So, on 3/1, on the way to the townhome to pressure wash the rear deck, I stopped and picked up 2 Filtrete 20x20x1's... and then around 3pm-ish, I texted them that the rear deck and brick were fully pressure washed and I wanted to let everything dry, including the caulk so I could come by in the morning and hit the trim.

Or it could be just a temporary freeze-related issue with the line between the well head and the house not being buried deep enough and freezing or it could be a separate issue: like Jaron said pump issues are more common than wells actually running dry.

If all your competitioin is offering it and you aren't guess what, that puts you at a disadvantage. where I live all of the close by apartments have wash/dry and cahrge $40/month more for them. they use cheapest brand, no bells and whistles machines. never put a front loader in a rental, the filter gets clogged up with coins and the rubber door seal gets moldy and also tears after a few years.
