It is extremely durable and much better to walk on, but it it is a VAST improvement in that the wind wont rip it and tear it off.

I have no idea how durable it is.Its hard to tell on your window photos if its a continuous part that is broken or one that is missing. 

A classic C class rental has "durable income" because in times of economic turmoil with people looking to downsize people in B class rentals may downsize to C class if they need to but few C class will move to D class so demand remains strong!

Assuming you pan to hold and not flip, then durability/life span should weigh in heavily.

Pricing average vinyl laminate planks, durable, and waterproof (which costs more) at around ~$2.70/sq. ft; soundproofing moisture barrier underlayment at ~$.50/sq. ft.; and a labor cost of $2/sq. ft.
