For now, all I have is an offer based on Proforma data and projected gross rents and liberally estimated expenses...don't want to offer based on JUST projections though, because I'd overpay for it by a lot.

@Alex TestaniGreater Hartford area investment properties tend to get 2% rule (especially in rentable areas like New Britain, Meriden, Bristol and parts of Hartford) and acquisition cost is much more liberal than Fairfield county.
