To maximize your first VA entitlement, I would skip the single family homes unless there aren’t really multi units (1-4units) available in your area.

You just won't really have a ton of positive cash flow right off the bat if you are refinancing at 70-80% LTV at today's interest rates.Multi family you can get both but those are tougher on the equity side of things since they cost more to rehab compared to a single family home.

Then your best bet is to add a second stair, make several duplexes or, if possible, see if there are any unique Code exceptions to allow a single stair to be the means of egress.
