I do believe it would be important to work closely with a management company on a mult-family or small apartment on which tenants are chosen as long as you can manage.

As Moe Greene told Michael in Godfather 2 when Michael was complaining about Moe killing one of his guys "this is the business we have chosen." 

The start price is just to suck you into bidding with the hopes you'll get into a gambling frenzy.

Simply because someone is on welfare does not mean they are not responsible money managers although it is very rare since they have chosen to not advance financially. 

Most folks mindlessly buy into the standard mantra of cash flow is king and appreciation is gambling, and in so doing they ignore some very important aspects and get tunnel vision, which not only causes them to miss some profitable opportunities but also ignore some factors that may hurt them long term.

@Jay Hinrichs in my experience they do give a range, but depending on the stage the property is in, meaning if the rehab is done, they may already be marketing it for rent, in which case they would have chosen a specific number from that range.  

Not a huge gamble.

I may never have chosen aerospace Engineering.... and I would have never been a NASA scientist...Sometimes the action you take now, defines your goals....Whoooow.. how deep is that!!

If the rents are not covering the costs, then you are gambling on appreciation.
