Either way it is a matter of advocacy and you should consider asking your legal counsel about their particular opinion of the prospects and approach.

I think that is a bit of tenant advocacy that I appreciate, but sometimes the 4-week turnaround is a bit tight. 

With the recent CA rent advocacy it's only a matter of time these regulations extend beyond apartments.

I had to deal with disability council accomodation, renter advocacy, news, everything, about how I could kick the poor people out after 39 years.

I would look to see if there are any Pro Bono (free) attorneys or a tenant advocacy group that can help you.
