I'm close the the Illinois border and about 40 minutes from Chicago. 

The last time a troop reduction was even mentioned, lawmakers on both sides of the border put the kibosh on it reeeal quick.Regardless of what the state/national economy does, service members on military bases get paid the 1st and the 15th, guaranteed.The DoD long ago implemented measures to reduce the impact on local economies during troop deployments, meaning gone are the days of a "mass exodus" of soldiers during deployments.

I would be closer to the Irvington and Newark border in this area.

I don't know if Venmo would get involved, but technically if a tenant were to go to them and say "the landlord told me to pay this way", Venmo would technically be allowed to reverse the payments since it is not to be used for goods and services (unless you are set up with hem as a business and have the payment button option).Credit cards are also a big gamble. 

If you want to purchase in Mexico, it's only if you buy outside of the so-called forbidden zone (within 100 kilometres of the international borders or within 50 kilometres of the coast, you can purchase in your own name.
