I use beenverified.com as a skip trace service and I have great luck using them to find the owners current address, emails, phone numbers, relatives and if needed any criminal or bankruptcy records. 

They accept less than perfect credit, most criminal backgrounds (non-violent), they don't do section 8, don't use craigslist and require US residency status.

Get a lawyer.If you are correct about the facts, I would suggest filing suit against the bank.That will almost certainly make them file criminal charges against the person that used the property as collateral if he cannot pay off the lien.

And get the criminal & eviction report as well. 

The tenants are more concerned with the criminal activity in the area than the schools.
