There are parts of every major city that will just never come up and this seems to be one of the most obvious in Philly.

I've had properties undervalued by $100k because the appraiser was obviously not familiar with my city, and I've had refis where the appraisal came back much higher than what I could realistically sell for at that moment in time. 

I think "up and coming" can be a total crapshoot.

Obviously, with rates dropping I am looking to refinance to reduce that rate.
