I saw once where a developer gave the buyer a pass on paying HOA fees till a house was built on a lot. 

I prefer to source all my deals off-market, which allows me to find properties with less competition and negotiate directly with motivated sellers.

But, these broad market studies are so large, they are almost meaningless, in the real world.Between glut of new supply in many "hot" markets coming online, a continually softening economic outlook, inflation over last couple years making day to day items feel cost prohibitive, many average renters are strapped and seeking lower cost housing.  

I'd also send it registered mail or deliver it to the house yourself. 

Any taxes not owed, a seller merely file a tax return with the state, just like any other tax returns filed for extra taxes a government has with held.

I agree with John, we are seeing renovation costs of $150k- $200k for a basement unit and $250k + for a coach house. 

If you aren't going to be living in Texas then it would be tough to do a house hack there.
