I checked the crawlspace out a little further this morning after posting this and previously they were venting it to the outside but for some reason they uninstalled it running to an outside wall and just ran some flexible duct straight down under the crawlspace.

I agree with @John Warren, you can still get a low money down conventional loan (in the process of using one myself for my first deal) which will most likely be at a slightly higher rate than an FHA loan but more flexibility when it comes to what you can buy and where.

That is a flexible amount of time depending on the bank, but if someone takes out an "owner occupied loan" and never moves in, that is probably mortgage fraud.
