Keep in mind most cities you cant touch these folks... maybe the pendulum is swinging back to logic and protecting the innocent landowners.That pendulum may swing, but I'm very doubtful that it will in CA Or Oregon and Washington..

Might be worth simply waiting for current tenants to vacate.Also, in Washington you do have to provide 48 hour notice and if you can get a response to your request for the tour, that is sufficient.
