I recently left my tech job to focus on different aspects of real estate investing including flipping, long term holds and real estate affiliate marketing.

At entry there is a multi-exit strategy and multi-hold strategy contingent planning well mapped out.

If I hold a 6% bond and the rate on new issues drops to 3%, then my bonds are worth more because they pay more than the new issues.

New to this local market, I wonder whether buy and hold is a good strategies for this market (balanced between cash flow and appreciation for class A or B, I know cash flow is difficulty in general given today's real estate environment )?

I don't understand how you can't track them down.You could stop paying HOA dues, and that will force them to contact you.As for the PM, I would instruct them to hold off on painting until the termite issue is resolved, which includes providing you with contact information of the HOA board.
