I have posted before in Linked In that BRRR is not a great strategy since you have to master so many things.You have to buy the property right and at a low enough price and find the funding to do so.

If you can find wholesaling real estate in there, please give us the article and section numbers for reference.I can't speak to Maryland, but in AZ, transacting/brokering real estate without a license is illegal.

Here is a link to the Boulder Landlord Tenant Handbook It is written for Boulder which has some requirements above and beyond the state law.
