While he's up there, have him drill a couple holes in the roof. a 1 1/2" holesaw should do the job nicely.On a serious note, I would let the neighbor know I'm on to them and that you'll be pressing charges if it continues (don't know if you can or not but this is theft so I assume so).

Then a fresh coat of paint applied.We are really pressed for time here and I'm thinking of just spray painting over the exiting surface with a high quality, rust resistant spray paint.Do any contractors know how long it will last and if I'm just being foolish cutting corners?

The site should have, among other things; information about the home, the neighborhood (schools, shopping, etc), interactive virtual tours (where you can actually navigate through the property similar to google street view, not just the traditional "virtual tours" which are essentially glorified slideshows with background music/narration), video of a drone aerial property survey, CMA data and pricing justification, links to any press on the property, and a way to easily/discreetly inquire about the property or schedule a private viewing.Something else that I find is almost always advantageous is using the avenues provided by the neighborhood you are in to help sell the home.

Otherwise, I would say that your brother should respect the fact that the tenants are customers, and not employees, and if he wants to take a chance on alienating them, then you should just press on full steam ahead.
