In comparison to the list produced in Harris County, it's very difficult to pull out the physical address, adjudged value, etc in a legible form so as to make sound decisions in advance of an auction.

Homeowner's insurance simply covers the loss of the physical property.The only thing that even remotely comes to mind would be mortgage insurance, but I have never seen mortgage insurance factor into a HELOC?

When you say "access", I'm assuming  you do mean computer and not physical entry with scheduling appointments...Zillow and trulia update with the mls,  and can be a good source of information.
