As for the unemployment, this comment is based on my own small observations, but I know a lot of people that are *unemployed* and collecting unemployment benefits but are also working under the table at some job, albeit for less than 40 hours per week.

Although it can be difficult to "catch" problem tenants in action, you are generally better off with hiring someone to drive/walk the property periodically and make observations for you, in addition to giving your contact info to a few "key" neighbors...especially little old ladies with nothing better to do than take note of other peoples business.
