So this had to go to court so a judge could order that the social workers set up Trusts for the children and that the Trust could pay for incidental things, like clothing for the kids (who were actually adults).

The up and coming neighborhoods have the packed local coffee shop, a brewery recently opened, maybe the cool vintage clothes store, a cupcakery, etc, but rents are still cheap and typically therefore the properties are still fairly cheap.Whole Foods, at least pre Amazon when I worked in retail, and Starbucks look for high incomes, high college education, large percentage married type demographics and those are not the typical "up and coming" neighborhood.
