From what I read on the county’s housing website, the new owners must agree in writing to bind by and comply with the HAP contract.

The charging station and modifications must comply with all applicable laws and covenants, conditions and restrictions.

Comply with any discovery that needs to be turned over.  

The expense of drawing up a mortgage and that it complies with dodd-frank is prohibitive  .The title company,you , can be sued It is just cleaner and cheaper and safer to pay the 2% for transactional funding

When building from scratch, you are almost always going to add value to the deal (as long as the lot & build costs comply with the average sales price psf).

What you say complies with state law, but since Union City has universal rent control, I would not be surprised if they have a local law regarding eviction.

So, you can't just enter if they have refused.I would think you could issue a lease violation warning and then evict if she still doesn't comply or possibly get a court order to enter the property for repairs.
