As far as risks, I'd rather take the 10 years of certain cash flow with moderate appreciation over gambling on equity increases.

There is also a program, a forgivable loan of $25k, to build an Adu to ease the housing crisis and keep rents moderate, basically pre-fab but no garage only an Adu...

Pick a rental in an area you are familiar with that is moderate to low risk.

In San Antonio I've been looking for my first deal and I've seen prices start to moderately drop. 

I can't comment on how effective they are yet, and there is a moderate one-time fee, but I'm optimistic.

They're quite moderate compared to what could happen if the cork were taken out of the lending genie's bottle....and, don't let those "all-cash sales" figures fool you.

Even moderately lower rents would probably yield a good return.

You can serve a 30-day notice to move if the tenant has violated the lease; late or non-payment of rent, disturbance of neighbors, damages made by tenant or guests to the unit, criminal or drug/ alcohol activity, other violations listed on the lease.I, myself, haven't gone through this process, but I suggest you go through your documents and check with someone from SHRA.
