How should this be handled as obviously I don't want these kind of tenants in my properties.We run a background/credit check via Trans Union Smart Move and would like feedback on your experiences with this screening process or recommendations on what you use.Also, please tell me how you have handled this or if you have other ideas on how to pre-screen potential tenants without a perception of bias.

The LL then leases the property again, maybe raises the rents 10 bucks mentioning the new fans, but even if he doesn't, he is benefiting from the perception of his providing a nicer unit for lease.

Integrity and organization/competence, integrity because it's a societal norm to believe the locks have been changed, and competence because having a simple system ie key box is something any middle schooler should be able to do in a half hour with moderate supervision.

There are some good reasons behind this perception as much any distances traveled by bus above say just 3-4 miles can have significant absolute deviation (traffic delays appear quite evenly spread across the short distance from these towns, not just "getting stuck in front of tunnel")That said much of Union City/Weehawken are impressively close to Midtown Manhattan from a pure distance perspective (within 3-4 miles) and most of Jersey City except Downtown can't hold a candle to their commute times to there in particular.
