I'm unsure how to stop this, but governmental action in this case I think is justified.This is probably a common problem in a lot of areas and could somewhat easily be addressed by special tax levies at the county level on any entity-owned and out of area absentee-owned residential property.  3x their property taxes and action will be taken in addition to much less purchases going forward.  

I'm not sure why they think they are special and get to play by different rules.

In my area a typical transfer to a new buyer would use a Special Warranty Deed where the seller guarantees the title for issues that happened during the seller's ownership of the property.

I would advise to find a lawyer or a attorney that specializes in real estate and throw a couple of bucks there way so that you can get their illegal advice and if you can legally charge them to replace it professionally 100% do that

I know some parents collect rent, but put it in a special account for when their kid moves out and the kid can use that as a down payment for a home.
