Typically in the normal set up of a deal, you also have a buyer's agent to help fight for your side but it looks like you're doing a great self advocacy job also. 

The property management company simply put that the tenants were responsible for the utilities.When an attempt was made to get them to pay the solar lease fee they balked and spoke to a bunch of people couple of renter advocacy agencies in Washington County, Oregon (where our home is).

Since the company went under I've incorporated my own entity and began doing real estate investment consulting, project management contracting, and urban advocacy.

I suggest first thing Friday call your local tenant advocacy group and ask them for advice.

It you look at it as a process - each meeting is to move them further down the funnel towards Loyalty and Advocacy - it will become apparent what you need to figure out in order to move them.

Don't forget to contribute to your favorite animal advocacy and put a few coins in the slots at your local Indian casino, just as a way of giving thanks.

So to answer your question, the criteria I'd consider for reentering citizens is - 1. the nature of the past offense2. time since the offense and subsequent offenses (hopefully none) 3. are they working with an advocacy group like Peaceprints that helps them through their transformation 4. a solid source of income (be aware that some states consider housing assistance as a source of income)I commend you on being open to the idea of considering former offenders.
