This alone is a good first screening tool because if they can't put together a decent couple of sentences on a phone message then they can't be expected to do much else.

I might suggest that C give his portion of deposit to A to make him go away happy.We do this all the time but all parties must sign the addendum and its just a short 1 or 2 sentences stating what everyone is doing.

More Public Housing should be built--aka "the Projects".I know they are crime holes, It's better than homeless people sleeping on the sidewalks, and it keeps the crime concentrated in one area.Most of these people are probably just between Prison Sentences.
