Any safety concerns that should be taken into consideration?

There are 28 safety hazards, 63 recommendations out of 169 inspected items in the inspection report. 

Although in the landlord business of course your tenants are on a razor edge more than most home owners.. with lower rent areas of say 600 to 800 a month and 3X rent to qualify pretty tough to live on 1800 to 2400 a month for most folks and one little upset and boom 

Call the building or health and safety department. 

The HELOC can act as a safety net, in the event we go over budget or find something we don't anticipate in our renovation.

My main concern on this is safety.  

It would have taken a while to cut all of those 600+ tires by hand with a razor blade to each sidewall,  it I know a lot of tire shops that do it that way everyday.

And another poor renter will be “homeless” (or more likely living in their second choice for location and safety.)People always use the lie that 97% of experts agree on global warming.

They said it was a health and safety hazard.  

I bet it does.States and localities do not take kindly to children being put at risk, especially by landlords who tolerate tenants doing improper activities risking children, as that just shows the landlord wanted to make sure he was paid, even if that meant risking the health, safety, and welfare, of children.
