Have rules, enforce them, and your problems subside. they don't necessarily go away, but when you don't enforce rules for one, you could be accused of discrimination from others.

Depends on a lot of factors - experience, support, knowledge of the area, finances (specifically reserves) and support again.I have witnessed -people do well and get burned investing outside of their area.

Pictures, statements from other people (insurance company, construction workers, firemen, etc...) and having witnesses (other tenants, workers at the property, etc...) are your best forms of defense.
