Thanks for any advice guys, I appreciate any feedback on a topic that I know has been hashed out numerous times on this site.

There are numerous things I later found besides the roof that are done badly or unfinished, ex: 10 outlets not working, or not grounded, or reversed.I have an offer on the house to close in 28 days, and am looking for quick solution, and or long term action, as trying to mediate the situation with him face to face seems to be costing me and getting me nowhere.

I personally found it to be humbling and rewarding, but there are many ways to achieve that in life that don't require managing such a property.

I've spend the better part of this year reading numerous real estate investing books and listening to 200+ BP podcasts.

It's not equivalent- It's also the tax code and numerous cases supporting it....you don't really get to just "think outside the box". 

You are offering them a convenience btw and asking to be rewarded for making their life easier isn't unethical as long as you are up front about it.

It really depends on the risk vs. reward for you and how much time/money you have on hand.My gut reaction: lawyer up and prepare to sue both the city and land owner for creating hazardous living conditions.

Buy, only you can decide if you're on fast growth or slow growth mode, and if the risk/reward of extra leverage is right for you.
