I fully agree that our political leaders very much think of immigrants as a cheap and willing labor source to do work that needs to be done, especially dirty work that many of the native-born tend to think they're better than.

Reduce the amount of grass and add low maintenance plants such as decorative grasses with landscape fabric and mulch or native plants that don't require a lot of water.

In higher turnover towns (ones with a higher % of transients to natives or ones with a high growth rate) what would have been a stigmatized property two decades ago can be fully rebirthed through a good renovation and marketing.So, I'd hope for the best of both worlds:  get it for a song because of the potential stigma and then push up out of that zone through an excellent renovation.
