Technically, you're going to have no problem as long as your lender can operate in Oregon, although having someone familiar with the area, norms, and players won't hurt.

I don't think they are as popular here as in resort areas, but I think the demand is growing.

Last I checked, their occupancy numbers were better than originally projected and they have brought much attention and increased tourism to the previously neglected town.In 2014, the lot at IB Blvd and Seacoast sold for $5.5MM to the Hilton Hospitality Management Group, and a NEW 100 room ocean-front hotel "Imperial Beach Resort" is in the works.  

I know it would have been a good idea to go to some REIAs to meet people, but I didn’t so now I’m resorting to Yelp.

Basically she is incredibly difficult and we have resorted to dealing with her mostly through letters.

I wish they would sell to someone "off market", however if they did only the big players would be buying them up left and right.

That's my last resort I was trying to see if there was any other creative legal ways or loopholes first.
