Anything that runs of propane should be easy enough to make run on natural gas, which is often a better deal.

He would then have to get a warrant unless there was harmfull situation, gas leack ect. 

Also look for the electric/gas/water meters.

Upon further inspection, I discovered that one of the existing bedrooms also lacks this.The house currently has oil steam heat and a wood stove, which for insurance reasons we are replacing with a gas stove.

Natural gas burns cleaner than oil and the lifespan of a boiler or furnace is longer for gas than oil.   

New vinyl windows, new roof, new gas boiler for heat, etc. 

Outside the house the air condition compressor unit is located too close to gas meter, which is a violation of safety code.

I know IB has the image of the last true sleepy southern california beach town, but this image could be negativily affecting the area as an investment opportuinity in the future.It would definitely be a longer term investment as it is not going to transition as quick as East Village did with Gas Lamp and Petco Park.
