If they have a pile of medical bill collections but no assets, who cares if the tenant doesn't pay them, the debtor won't be able to touch them. 

I told him that the house may be in probate by lien from Sherriffs public administrator's office to repay cremation cost and debtors owed by our landlord who had died.

The difference would be the amount of new debt or out-of-pocket cash that you will need to put into the property.  

Basically a strong cashflow business with limited debt. Or
