But as long as we have an economy based on consumption I don’t see anything stoping those places from getting even richer.  

Is it small for just personal consumption or would it take up most of the garage?

People wanting to make a consumption action but are being restricted from doing such, in case of real estate it's mortgage approval via rate's impact at price level, and sellers unrelenting in conveying a price discount to offset rate impact. 

Each syndication is different so it is better to ask a sponsor on expectations.Regarding which is better, the activity that is harder will normally generate a better return.Syndications, in general, you are giving up some return for less time consumption.

Consumption of edibles?

If Landlord executes this right, TENANT(S) shall be responsible for paying for their water consumption.

It is a low water consumption model and it is very useful in situations in which tenants are running out of water due to smaller hot water tanks, or are experiencing low water pressure. 

This approach encourages them to be mindful of their consumption and find ways to reduce utility usage, ultimately leading to lower bills.
