Great that you have experience rehabbing. 

Take it with a grain of salt as safety is subjective.You could also ask your Realtor and property manager their thoughts and maybe next time they are in the area to take photos.

I will be quick to admit I have only had experiences with small rentals (6 units and smaller) so if you are looking for help on larger apartment complexes I would not be a great resource.

You don't need to know everything to get started; you need a foundation to build on, and the rest will come through experience and then refining your education.You can build a basic understanding of investing in 3-6 months.
