In our area the home is condemned by health department as not livable. 

I have a duplex in California and one of the tenants lit the oven on fire last November... called the fire department, but there was no damage.

In addition the local building departments have to sign off on the design etc. before it's submitted to utility company. 

The violation didn't come up in our due diligence search at the town building department or the Title search.   

My mother worked there as well in the closing department, Kathy is a top notch person! 

If you talk to the bank, their foreclosure or loss prevention department would probably know more than their regular customer service dept.

It’s located in Redlands California I have gone to the city and spoken to the planning department and, I seem to meet all the criteria of what I am trying to split Just hoping that someone might have some more guidance or information on how to do this correctly and what the cost might be associated with this project.

This will be far less expensive than building new unless you can go up.I would talk to the planning (zoning for containers, etc), building and fire departments (do you need fire sprinklers).
