Since I have done both of these things wrong and right in my past, I can tell you keeping the client happy to a certain extent is a lot more cheaperWe have found that setting the proper expectations right up front of what we will and will not do seems to help solve going down this never ending rabbit trail sometimes.

That is huge that you need to have some idea on what the rehab will cost.You should not have to pay a contractor to give you a bid - most will do a courtesy bid for you or ballpark estimate to start but if you do not use them then do not expect another freebie later on.

It might help to give context to their complaints so we could decide if they should have known that.Most MTR guests won't have many complaints if the place is set up correctly and cleaned, so I always expect to handle anything they want, within reason and even a little beyond.
