A failing system typically cannot be simply handed off to a buyer without remediation and replacing an aging septic system with a modern alternative treatment system (ATS) can be a significant financial undertaking.

Agreed, $50k~ does not go very far as a 20% downpayment in St Augustine lately, and although you mentioned you have a higher risk tolerance, that would be a lot of debt you would be undertaking between margin, your existing rental property debts, and the new debt with the planned purchase.

I am time poor, so I do not wish to undertake this myself.

But it is true it's kind of a very "diverse" place -- not meaning there are a lot of non-white people, but that there is everything; if you viewed it in a graphic way, it would be a 3-D diagram, with highs and lows on all 8 of the possible planes (if you will!).

While I have sufficient capital to undertake 1 or 2 flips at a time, the high cost of properties in the DMV area makes scaling challenging without resorting to interest-based financing.Is this feasible, or is it a stretch?

It would be a big undertaking for us, but we do plan on working on it in the near future.
