There are floor coverings somewhere beneath the dirt, dust, furniture.....haha. 

Beneath a large percentage of popcorn ceilings, there's a problem lurking.

The less expensive apartments are ‘beneath them.’

Demolition entrance porch and bathroom ( including block supporting structure (steps will remain on (do not demo)) - replace with wood to support structure and if absolutely necessary use block if needed but minimize cost here as well.Construct gable roof structure to replace bathroom and porch to meet minimum size requirements for bathroom - adjust the entrance way to bathroom only to minimum requirementsRoof must be metalAll new electrical and plumbing beneath ( I have an electrician who I have contracted to do teh whole unit)Provide the bare minimum cost kitchen counter and cabinets including sink if needed.

So, first non engineer personal took a look and said he would install 8 steel shims under existing supports. 2nd person(engineer) did not see it yet but said he didn't think that would fix the issue.

Cabinets can be particularly difficult in rehab/Reno projects as shimming comes into play and that can be done poorly... eventually cracking countertops in the worst case.

I've had both and learned the hard way that I rate beneath their stupid car payments.

Each layer of protection costs less per dollar of coverage than the one beneath it, precisely because the risk pool will produce more small claims than large ones.

And screws, tape, mud, shims, and corners for the drywall.
