Unfortunately racism and prejudice blatant or subconsciously  in our town will keep the other quadrants down - only other neighborhood I'd hold out hope for is the estate lots NW corner of 21st/Oliver down to Sorority Row and N in about that line to 29th St - the southern half of that neighborhood was the old Wichita Country club if I recall.

Things like a 25% expense ratio for a single family house in a D neighborhood (the TK operator says it's a B though); blatantly false property tax numbers; unattainable rent rates ...For those of you considering a TK purchase, a 20% expense-to-rent ratio is completely unrealistic for ANY single family rental around here, regardless of neighborhood class. 50% is more like it, give or take a little.

If you did not advise them of what was needed to prevent pipes from freezing and they were not blatantly negligent like turning the heat off to house then that is on you since the incident is considered natural disaster.

There's such a gray area with what can be deducted that anything short of blatant tenant damage, we just refund the deposit.
