-The property line appears to line up with the driveway from the road to the backyard (actually, it is paved and used as parking area) and then bends outwards (~15 deg) toward the neighbor.

Flat 8000sqft lot, paved street has water/gas/elec/sewage.

I Cant get the driveway paved until issue is handled.

Sometimes there is discussion about upcoming projects (new roof, paving parking lot, etc), that could indicate a large special assessment is about to happen.
