If not for that, I would have just replaced the old 40 gallon electric unit.  

Looking for average KwH per month for a 2 bedroom apartment, gallons sent out to sewer per month, average water gallon use-age per month.

I currently have 3 x 50 gallon tank heaters shared among 6 units - and I pay for water and electricity for the hot water heaters.I've recently been investigating tankless due to lower operating cost - but they have a higher upfront cost - and feedback from plumber is that cold winters (here in the midwest) can result in them struggling to keep up when the temperature drops below freezing. 

Should I go with a 98 gallon heater or will a 75 gallon suffice? 

The water heater that currently is in place is definitely undersized (55 gallon) and 13 years old.

Sounds like a win win, but a hydraulic line blowing on equipment and dumping a few gallons of oil on the ground and a light rain to run it down the street can turn a couple easy bucks into a head ache if wasn't addressed beforehand.Best of luck!
