I'd look for areas on the outskirts where development has been happening.Well, it appears that the population of the entire Metro area is doing just fine.The housing market and rents continue to be very strong in the C class areas and up in Toledo proper, and quite hot in the surrounding suburbs.

I am risk averse and if I were to purchase, I would tear down to the studs and do a full rehab {this would include getting rid of asbestos shingles and insulation).1) I have done a ton of research and it appears as if getting rid of asbestos is very DIY able assuming you spend money on the safety equipment and use it properly. 

It is the equivalent of crashing your car then trying to buy insurance to fix the car after the fact.A home warranty or homeowners insurance policy will not pay for mold because mold is a maintenance issue.You didn't say what is wrong with the garage - if it's a broken door opener that is typically covered on a home warranty.My experience is mixed with home warranties and I can 100% tell you your satisfaction comes down to the local trade person that shows up.The home warranty company does not employ trades - they contract them locally at a fixed rate for the work performed sort of like how car mechanics are paid. 

We are both residential appraisers working the NE Florida markets looking to transition over the LONG term to replacing our modest annual income through small/mighty single-family by buying in the path of progress where prices appear to be somewhat undervalued relative to long-term upside potential.

It's not a good look for the property.It appears you missed that the OP’s offer contained an appraisal gap.

Commercial mortgages made to an LLC do not appear on your personal credit, and typically have lower rates to boot.

Last, I note that your resume doesn't list a Broker's License and your name does not appear on FINRA's Broker Check.

Read through the court documents online and it doesn't appear that the owner on title attended any hearings or tried to stop the foreclosure.
