They will also know local standards for who pays which closing costs.....in PB county, seller typically pays for the title insurance and state doc stamps.

If you don't have forwarding address put it to the address of the apartment they left, and if it's returned to you keep in stamped envelope to show delivery service attempted.but if you rent out earlier you'd have to adjust the move out charges because you can't collect rent on same space from 2 tenants.. so you'd also owe them any rent collected if it's not vacant till 12/9. but they are gone and sounds like its good they are.. do what you think your entitled to do per your lease.The woman can not give the OK to do anything, she is not legally responsible for the leaseholders listed on the lease, without Power of attorney.

as @Wayne Brooks said, with one correction, you can get permits, but not your Electrical, Plumbing and Mechanical without having a licensed Contractor sign and stamp them. it's also not worth the risks involved.

There are other filing details... like make 5 copies of the summary ejectment and magistrate summons forms, bring a stamped envelope, verify if your county accepts checks or not (in Wake, you need to be on the "check accepted" list)... but you want to get the details right to avoid having your case continued or, worse, dismissed.
