The fee you are referring to is a delivery fee paid to Fannie/Freddie to sell the loan into them.

You also have delivery/pickup charges and a security deposit.If you do not have any of these services in yoru area, you need to find out why.

My brother was just the middle man making the delivery and never followed through with the transfer.

Membership in my local REIA has the benefit of a discount account with a wholesale supplier for plumbing and HVAC components (with free delivery within their delivery radius).

They basically sent me all the docs I needed to sign by email and then I printed them out, signed them, and Fed Exed them back with the fastest delivery possible before the closing date ( cost me about $100 from Brazil for guaranteed delivered within 2 business days.)
