In general an independent agent would be able to find you coverage through a few different carriers for the liability risk that you would have.  

Like @John Mocker mentioned, there are a number of private market carriers that can offer flood insurance that can be competitive with the NFIP.

My agents have requested quotes from a multitude of markets, big and small, only to hear that the carriers have no appetite for this type of risk.
