I didn't actually see it but listing didn't say it was a upper fixer. 

Could any of you recommend good areas in and around Atlanta, in reputable school districts, that are safe, where I could look for fixer uppers.

So you don't need granite slab countertops or upper-end stainless steel appliances or Brazilian hardwoods or anything like that.

Also, if you know of any bodies of works (books etc...) that would education one on building regulation that home inspectors place violations on such as electrical, construction, etc..., I would love to get my knowledge enhanced on that as well.

 What are some recommendations in making sure you effectively evaluate how much money it costs to repair a fixer-upper?
