Sometime you will need to have cash in hand to pay the contractors as they don’t like waiting too long, and then you request a disbursement from the harm money lender.

I have a habit, which has its pro and cons, of over analyzing situations until I psych myself out of taking the first step of action. 

Me being generous doesn't change the person on the receiving end, most likely,  or their habits, but that is why I put my idea out there so I can receive valuable input.Thank you. 

Just try not to make it a habit. 

Keep in mind though this is my thoughts, your contract is something you agreed to when you hired them so if they say you owe you do but no harm in asking them to waive it.  

What is the harm? 

Now there is no electric which is true all over because like 90,000 people are out but there is also no water for flushing etc. and no heat although its not super cold.Would you have done any monetary concessions to the tenants for lack of habitability? 

There is no harm in reaching out early, but technically there isn't much work to be done on the lenders side until you have a buyer in place.
