This is what I would do:OP- cut a piece of plywood, or something lightweight long enough to lay over the stairs (and just wide enough for her bike) so she can walk her bike up the stairs and into her apt. 

Development is one of those plays that either goes incredibly well or incredibly poorly.

The size of that area is defined by how wide these common properties stretch out and are connected.
